Financial Close Nears for Zimbabwe's Answer to Drought-Hit Hydropower

The Grid Was Already Full

Before signing off on floating solar at Kariba, Zimbabwe's Energy Ministry spent two years establishing something more basic: whether the grid could take it. The Kariba system already carries roughly 1,050 MW of hydropower — the question was whether it could absorb another 600 MW, even phased in 150 MW increments. Energy and Power Development Minister July Moyo, addressing the Southern Africa Eco-Infrastructure Summit in Victoria Falls, confirmed hydrology studies found the answer: floating solar would need to complement hydropower generation, not compete with it for grid headroom.

The Financing Structure

The first phase — an initial 150-500 MW tranche — is being developed by Green Hybrid Power, a special-purpose vehicle backed by the Intensive Energy Users Group, whose membership includes some of Zimbabwe's largest mining and industrial power consumers. Preparatory work has already drawn a US$4.4 million facility from Afreximbank, and the consortium is now finalizing a US$400 million investment package, with financial close expected later this year. A second floating solar system remains at the Environmental Impact Assessment stage.

Why the Site Makes This Bankable

Floating panels generate during daylight hours, easing pressure on hydro output and letting reservoir water be conserved for when solar drops — a genuinely complementary pairing rather than a straight substitution. It also sidesteps land acquisition entirely: the site is water surface Zimbabwe already controls. And the risk driving the whole project is regional, not purely domestic — Zimbabwe contributes only around 30% of the water flowing into Lake Kariba; the rest arrives from Zambia, Angola, the DRC, and the Barotse Plains, making reservoir volatility a shared, cross-border problem before it's a Zimbabwean one.
